SCHEDULE:

WEDNESDAY, MAY 6TH,
THE MALTINGS,  BERWICK

AFTER THAT, 9-30AM-5PM. EVERY DAY.
  • WEEK 1, Wed 6th - Fri 8th May,
  • WEEK 2, Tues 12th - Fri 15th May;
  • WEEK 3 Tues19th - Fri 22nd  May (Bank Holiday weekend);
  • WEEK 4 Wed 27th - Fri 29th May;
  • WEEK 5, Tues 2nd - Thurs 4th June
  • WEEK 6, Site visits Tues 9- Thurs 11 June  then
  • Mon 22nd June am.  Closing submissions.
There will be one session where members of the public who have notified an interest to speak will be allowed to do so. This has been confirmed as Wednesday 27th May for third parties wishing to speak at the Inquiry.
The session will take place in the auditorium of the Maltings.
The day will start at 09.30hrs and finish at 17.00hrs
If a verbal submission is to be accompanied by a written submission, 4 copies should be provided (one for The Inspector, and one for each of the 3 appellants)
The running order will be at the discretion of the Inspector
In order to assist with the programming of the day, anyone who expects to speak for more than 20 minutes should contact the Programme Officer in advance
There is no need for anyone who is planning to speak on 27th to turn up on the Inquiry's opening day as well
If someone wants to speak, but can't make it on the 27th, they should contact the Programme Officer for guidance about when it would be a good time for them to turn up
Those who just want to submit something in writing (and not speak) should send it to the Programme Officer, for the Inspector's attention, anytime between now and Tuesday 2nd June
The Inspector has copies of all the letters that have already been sent in - there is no need to send them in again.

Running Order
The Inquiry will be run on a topic-based basis, for the site-specific subjects, e.g Landscape character & effects,  Noise, or  Wildlife will be dealt with proposal by proposal, probably Moorsyde then Barmoor then Toft Hill.
After that the  general areas such as Tourism, planning policies and cumulative impact of all the proposals (Possibly including West Ancrofti) will be looked at together

The Pre-Inquiry meeting document states the topics will be:
  • Landscape and visual matters (site-specific and cumulative;
  • Cultural heritage (site specific and cumulative)
  • Planning policy
  • Any remaining matters specific to each of the appeal proposals
Depending on the scope and extent of evidence presented, other topics may include;
  • Tourism
  • Noise
  • Wildlife

Timetable for deadlines :
By Wed 8th April, Proofs and summaries, Statements of common ground, and a list of core documents should have been received (These should be available to inspect at Berwick Planning office after that time)
By wed 22 April, ie 2 weeks before the start date, the Inspector wishes to have time estimates, which witnesses, and how long they will speak plus a list of other cross examinations. This will result in a programme, which will be circulated to interested parties 1 week before the Inquiry begins
By 27th April, ie  1 week before, rebuttals and supplementary proofs should be received.
Section 106 agreements presented a week after evidence received.

A draft programme will be circulated a week before the Inquiry.

The Pre-Inquiry meeting

The "PRE-INQUIRY MEETING" for the PUBLIC INQUIRY INTO BARMOOR, MOORSYDE AND TOFT HILL WIND power station proposals was held Monday 9th Feb at the Maltings, Berwick.

Thank you for your massive show of support against the development. It really was "standing room only" and must have made an impression of the local mood on all who were there, whether developer, objector, or independent adjudicator.

130 people signed the attendance form;  more were there but left without signing it.

The Inspector requested that for the site visits,  the turbine sites be marked on the ground.
MAG asked for the most northerly and southerly sites at Moorsyde to be marked with blimps 110 metres high. Moorsyde wind farm and Npower renewables do not intend to erect blimps. Catamount has no objection to bimps provided they are erected by a fuly insured third party, with no expense to them, and advance warning to be given before anyone goes onto the land.
